Work is performed under the general direction of the DHHS Director.

Examples of Duties Essential Functions Develops annual training and staff development plan based on Department goals and objectives and assessed needs for improvements.
Assesses training and develop needs for all levels of employees; evaluates the effectiveness of training in collaboration with the Director; conducts training sessions.
Serves as Operations Manager for the Department; oversees maintenance and disposition of office equipment; maintains records storage facility; orders office supplies.
Maintains fixed asset inventory records; conducts annual inventory of fixed assets.
Serves as Safety Manager for the Department; assists employees during required evacuations.
Prepares reports and other types of correspondence; prepares and maintains files and records.
Maintains complex accounting, budget, personnel and payroll records; assists with budget preparation, maintenance and account reconciliation; prepares financial, statistical and project status reports, spreadsheets and work papers.
Oversees payroll for the Social Services Division; prepares payroll change notices; works with NC Office of State Personnel; serves as the agencies Civil Rights Officer.
Provides administrative support for the Director Performs special projects as assigned by the Director.
Oversees the vendor that provides custodial services for the Department; ensures that contract requirements are being met.
Serves on boards and committees as assigned.
Knowledge, Skills and Abilities Thorough knowledge of County and Department policies and procedures; thorough knowledge of staff development and training principles, practices and techniques; general knowledge of the philosophy, objectives, practices and techniques of social work and counseling; thorough knowledge of applicable State laws and procedures relating to social services staff development; general knowledge of current social, economic and health problems; general knowledge of the principles and practices of child welfare, substance abuse, family services, public assistance or protective service work; general knowledge of training resources for social services; thorough knowledge in preparing reports and other types of correspondence; thorough knowledge in the use of standard office equipment and associated software; ability to plan, organize and conduct training programs; ability to communicate complex ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios and percentages; ability to understand and apply governmental and accounting practices in maintenance of financial records; ability to track expenditure trends; ability to establish and maintain effective working relationships with officials and employees.

Minimum Qualifications Education and Experience Associates/Technical degree with coursework in business administration, public administration, human services, or related field and moderate experience in human resources and some supervisory experience, or equivalent combination of education and experience.
Special Requirements Valid driver's license.

In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster.
Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
The Public Service Loan Forgiveness Program is intended to encourage individuals to enter and continue to work full-time in public service jobs.
If you have student loans and you are selected for full-time employment with Rockingham County, you may qualify for forgiveness of the remaining balance due on your William D.
Ford Federal Direct Loan after you have made 120 qualifying payments on those loans while employed full-time by certain public service employers.

The County currently pays 100% of the cost for regular employees working at least 30 hours per week.
Dependent coverage is also available.
Paid Time Off This benefit is available to regular employees working at least 20 hours per week.

Local Government Retirement System All employees in regular full or part time position are required to contribute to the retirement system.
Contributions are taken on a pre-tax basis.
The current contribution amount is 6%.

Estimated Salary: $20 to $28 per hour based on qualifications.
